A neutral density filter takes light away without touching the colours. In daylight it lets you shoot wide open with a blurred background, film at 1/50 s by the cine rule, or lengthen the exposure until water melts into mist and people vanish from the frame.

Two things in one piece of glass: the ND64 cuts six stops so the shutter can sit at twice the frame rate, and the polarising layer also takes the glare off water and wet tarmac. From the air, reflection off the water surface is exactly what spoils the shot most often.
